No to capitulation! (Ukrainian: Ні капітуляції!, romanized: tr, lit. 'Ni kapitulyatsii!') was a series of protests in Ukraine against the policy of the President of Ukraine Volodymyr Zelensky in eastern Ukraine. Protestors consider implementation of the Minsk Agreements by the "formula of Steinmeier" capitulation to Russia in the Russo-Ukrainian War.

Prerequisites

Steinmeier Formula

The Steinmeier Formula is named after former German foreign minister Frank-Walter Steinmeier.[15] In 2016 Steinmeier proposed for elections to be held in the separatist-held territories of the Donetsk and Luhansk regions that are (not under government control but are) controlled by the Russian-backed (although this is officially denied by Russia) separatists Donetsk People's Republic (DPR) and the Luhansk People's Republic (LPR).[15] Steinmeier did want these elections to be held under Ukrainian legislation and the supervision of the OSCE.[15] If the OSCE would judge the balloting to be free and fair, then a special self-governing status for the territories would be initiated and Ukraine would be returned control of its easternmost border.[15]

On 1 October 2019, Russian media announced that the Ukrainian delegation had signed the Steinmeier Formula at the regular meeting of the Trilateral Contact Group on Ukraine.[16] A few hours later, the Presidential Office announced an urgent briefing. At the briefing, Ukrainian President Volodymyr Zelensky stated that Ukraine had agreed to the so-called Steinmeier Formula which entails holding elections in the areas .[17][18][19]

Separatist militants in the occupied Donbass consequently stated that Ukraine signing these agreements was "a victory for the DPR and the LPR over Ukraine".[20] Russia supported the signing of the formula, claiming it was "a positive step in resolving the situation in Donbass."[21]
