Diplomatic relations
Relations between Spain and the Kyrgyz Republic are still poorly developed. In fact, the Kyrgyz Republic has no embassy accredited to the Spanish authorities. From February 2002, with an interruption between June 2003 and August 2004, and until October 2009, Spain had a detachment of around 50 soldiers at the Manas air base, with the aim of providing support to the Spanish troops present in Afghanistan.[4]
Following the denunciation by the Kyrgyz Republic of the agreement by which Spain used the base of Manas, the desire to renew the contractual framework that allows the presence of civil and military personnel in the current denomination was transmitted to the Kyrgyz Republic "Transit Center" of Manas, without receiving any response, so it was necessary to move the device for logistical support to Spanish troops in Afghan territory to Tajikistan.[4]
Economic relations
Spain has with the Kyrgyz Republic an APPRI and an Agreement to avoid Double Taxation inherited from the Soviet era that have validity and theoretical applicability under the Declaration of Alma Ata of 1991. However, the Kyrgyz authorities declared in April 2011 its intention to establish new agreements in the matter, reason why the initial drafts of the APPRI agreement were exchanged. After the entry into force of the Lisbon Treaty, the competence for this type of agreement is of the European Union[5]
The political and legislative uncertainty of the Kyrgyz Republic has in these years put a brake on Spanish and international investors. Given the country's lack of development, attracting foreign investment is one of the priorities of Kyrgyz economic policy.[5]
