Refik Rrugëja
Refik Rustem Rrugëja (born 7 September 1959) is an Albanian politician and the former mayor of Kavajë Municipality, a post he held from 2003–2011. He served as the President of the Albanian Association of Municipalities in 2010.

Education
Rrugëja graduated from the Faculty of History-Philology, University of Tirana in 1980. He has participated in workshops and seminars for the managements of public and private institutions.[1]
Professional career
Between 1982-84, Mr. Rrugëja worked as a translator at the Koman Hydroelectric Power Station. From September 1984 until 1992, he worked as a school teacher in Rrogozhinë and Kavajë. From 1998-2003, the year he was elected mayor, he served as Director of the International Language Center in Kavajë. He was elected mayor of Kavajë from 2003-2011 but was defeated as he ran unsuccessfully for a third term against his Socialist Party opponent, Elvis Rroshi.[2]
