Rafi Abd Latif Tilfah

Rafi Abd Latif Tilfah (born 1954) (Arabic: رافع عبد اللطيف طلفاح التكريتي‎) is an Iraqi security official during the rule of Saddam Hussein. He was born in 1954 in Tikrit. Tilfah was the director of the Public Security. He is a relative of Adnan Khairallah.[1]

Career

He was the Jack of Hearts in the deck of most-wanted Iraqi playing cards issued by the US government during the war in Iraq. Hani is currently still at large.[2][3]

In 2018, the Iraqi authorities published a list of 60 of most wanted people, among them Rafi.[4]
