Penncrest School District

Penncrest School District is a midsized public school district located primarily in Crawford County, in Northwest Pennsylvania, with a small portion of the district's service area in adjacent Venango County. The school district encompasses several rural townships and boroughs. Its administrative offices are located in Hayfield Township outside Saegertown, Pennsylvania. Penncrest School District encompasses approximately 400 square miles. According to 2000 federal census data it serves a resident population of 24,780 people. In 2009, the district residents' per capita income was $16,413, while the median family income was $42,566 a year.[2] Per District officials, in school year 2007-08, the Penncrest School District provided basic educational services to 3,761 pupils through the employment of 300 teachers, 198 full-time and part-time support personnel, and 21 administrators. Penncrest School District received more than $27.2 million in state funding in school year 2007-08.

The school district consists of community centered schools: three K-6 elementary schools and three 7-12 high schools.[3] Its total enrollment is around 3,500 in 2009.[4]

History

The school district was founded in the 1970s through a merger of the Saegertown, Randolph-East Mead, and Cambridge Springs school systems. The name PENNCREST is derived from the words Pennsylvania, Cambridge Springs, Randolph, East Mead, Saegertown, and Townville. Its physical plant at one point in time consisted of a total of four K-4 and two K-6 elementary schools, two 5-8 middle schools, two 9-12 high schools, and one 7-12 joint high school. Its plant was reduced to its current composition by the decommissioning of several elementary and middle schools during the 1990s and 2000s.

Penncrest School District was ranked 268th out of 498 Pennsylvania school districts in 2011 by the Pittsburgh Business Times. The ranking was based on five years of student academic performance based on the PSSAs for: reading, writing, math and three years of science.[7]

In 2009, the academic achievement, of the students in the Penncrest School District, was in the 35th percentile among all 500 Pennsylvania school districts Scale (0-99; 100 is state best) [9]

District graduation rate

In 2010, the Pennsylvania Department of Education issued a new, 4-year cohort graduation rate. Penncrest School District's rate was 85% for 2010.[10]

College remediation

According to a Pennsylvania Department of Education study released in January 2009, 14% of Penncrest School District graduates required remediation in mathematics and or reading before they were prepared to take college level courses in the Pennsylvania State System of Higher Education or community colleges.[14] Less than 66% of Pennsylvania high school graduates, who enroll in a four-year college in Pennsylvania, will earn a bachelor's degree within six years. Among Pennsylvania high school graduates pursuing an associate degree, only one in three graduate in three years.[15] Per the Pennsylvania Department of Education, one in three recent high school graduates who attend Pennsylvania's public universities and community colleges takes at least one remedial course in math, reading or English.

Dual enrollment

The district offers the Pennsylvania dual enrollment program. This state program permits high school students to take courses, at local higher education institutions, to earn college credits. The students continue to have full access to activities and programs at their high school. The college credits are offered at a deeply discounted rate. The state offers a small grant to assist students in costs for tuition, fees and books.[16] Under the Pennsylvania Transfer and Articulation Agreement, many Pennsylvania colleges and universities accept these credits for students who transfer to their institutions.[17] The Pennsylvania College Credit Transfer System reported in 2009, that students saved nearly $35.4 million by having their transferred credits count towards a degree under the new system.[18]

In 2010 the district received a $5,571 state grant to be used to assist students with tuition, fees and books.

Maplewood High School

In 2010, Maplewood High School declined to Warning status for AYP (adequate yearly progress) due to low student achievement. In 2009, the school achieved AYP status.[19] The school provides grades 7th through 12th.

Maplewood Elementary School

In 2009 and 2010 the school achieved AYP status.[33] The attendance rate in 2009 was 94%. It rose to 95% in 2010.[34] According to a Pennsylvania Department of Education report 57% of the boys at the school were reading on grade level. Among the girls 71% were reading on grade level in 2010.[35]

Cambridge Elementary School

In 2010, the school declined to '"School Improvement Level 1"' status due to chronic, low achievement of the students. In 2009, the school was in Warning Status due to continued low student achievement.[50] The school administration was required to develop a school improvement plan. The plan had to be presented to the community and submitted to the Pennsylvania Department of Education for approval. According to No Child Left Behind, Cambridge Springs Elementary School must offer students the choice to transfer to another school in the district not in School Improvement. Transportation to one of these schools will be provided by the school district. Students could transfer to Maplewood Elementary School or Saegertown Elementary School.[51] The attendance rate was 95% in both 2010 and 2009.[52]
