The Cabinet Secretary for the Constitution, Europe and External Affairs is a cabinet position in the Scottish Government.

The constitutional portfolio was first attached to the role of Cabinet Secretary for Finance, Constitution and Economy. A separate post was created in August 2016 during the 5th Scottish Parliament as the Minister for UK Negotiations on Scotland's Place in Europe. During a Scottish Government reshuffle in June 2018, the post was promoted to the Cabinet and renamed Cabinet Secretary for Government Business and Constitutional Relations.[1] It was further renamed in February 2020.[2]

History
The United Kingdom European Union membership referendum took place on 23 June 2016. This position was established (initially as "Minister for UK Negotiations on Scotland's Place in Europe") so that the Scottish government would be involved in the development of the UK government's position before the Prime Minister triggered Article 50.[3]
