Due to the postponement of the last season's league calendar because of the concerns over the COVID-19 pandemic, the start of the league's 2021 season is set to be on the first quarter of 2021.[4] The league is currently waiting for the provisional approval to be given by the Inter-Agency Task Force on Emerging Infectious Diseases or IATF-EID to start the team practices to be followed by the official start of the 2021 season.[5]
Two teams from Philippine Super Liga decided to join the professional league, Premier Volleyball League. The two teams are Cignal HD Spikers and PLDT Home Fibr Hitters.[6] A new team formed to join the league is Peak Form Lady Spikers led by UST alumna, Carmela Tunay.[7] The Philippine Air Force Lady Jet Spikers and the Philippine Army Lady Troopers are also set to join the PVL but as guest teams as they will be given special license.[8] The Motolite Volleyball Team applied for leave of absence for the season and released all of its players.[9]

Venue
The 2021 Premier Volleyball League Open Conference will hold its first conference on its professional status at The Inspire Sports Academy in Calamba, Laguna. The season is expected to begin on April 10, 2021 and will be called as "PVL bubble" or "Calambubble". The bubble can accommodate up to 12 teams.[10]
The original schedule of the PVL Bubble was supposed to be in February or March, Mr. Ricky Palou, president of Sports Vision Management, said that they didn’t want to compete with basketball as the Samahang Basketbol ng Pilipinas is having an international tournament in February. Philippine men's basketball team will hold practices and will compete for the February window of the 2021 FIBA Asia Cup qualification to be held also at the Inspire Sports Academy.
The official broadcaster was negotiated as the league is picking whether the GMA Network or the TV5 will cover the live games.[11] In the end, the league agreed with the Cignal TV to 3-year broadcast partnership deal.[12]
