Naome Kibaaju

Naome Kibaaju (born June 1, 1950), is a Ugandan politician who serves as Member of Parliament representing Sheema County North constituency, in Sheema District in the 10th Parliament of Uganda (2016 to 2021). She is a member of the ruling National Resistance Movement (NRM) political party.[1][2]

Background and education

Kibaju was born in 1950, in present-day Sheema District. She completed her primary education at Bweranyangi Girls Primary School, in Bushenyi in 1962. She transferred to Bweranyangi Girls' Senior Secondary School, where she obtained the East African Certificate of Education in 1969. She then transferred to Trinity College Nabbingo, in Mpigi District where she graduated with the East African Advanced Certificate of Education, in 1971.[1]

She holds a Bachelor of Arts degree in Political Science and Social Administration, awarded by Makerere University, Uganda's oldest and largest public university. Later, she obtained the Diploma in Public Administration, also from Makerere University. Her degree of Master of Arts in Gender Studies and Development was awarded by Makerere University as well, in 1998.[1]

Career before politics

Straight out of university, she was hired by the Office of the President, serving there as Assistant Secretary for the five years from 1975 until 1980. She then transferred to the Office of the Prime Minister, serving there as Senior Assistant Secretary for the ten years between 1980 until 1990. She was then promoted to Principal Assistant Secretary at the Ministry of Finance, Planning and Economic Development, working in that capacity for five years until 1996. She then worked as the Undersecretary at the Education Service Commission in 1997 and 1998. She spent another two years, 1999 and 2010, working as Undersecretary at Uganda's Ministry of Defence.[1]

Over the years, Kibaaju has served and still serves on a number of boards of public and private enterprises, including the following:[1]

2. Board Member, Ankole Western University, 1998–2000

3. Vice Lady Captain of Uganda Golf Club, 1999–2000

4. Board Member, National Enterprise Corporation, 2012–2016

5. Board Member, Uganda National Medical Stores, 2016–present

6. Board Member, Uganda Microfinance Regulatory Authority, 2017–present[1]

Political life

In 2015, the Parliament of Uganda created Sheema Municipality out of Sheema North Constituency. In August 2018, the incumbent MP of Sheema North Constituency, Elioda Tumwesigye, who doubles as the Minister of Science, Technology and Innovation resigned after being elected MP of the newly-created Sheema Municipality.[3]

A by-election was then orgaised to fill the vacant seat vacated by Dr Elioda Tumwesigye.[4] A field of two candidates emerged: (a) Naome Kibaaju who was nominated on the NRM ticket (b) Guma Nuwagaba was nominated on the opposition FDC ticket after defecting from NRM. Kibaaju emerged as the winner, with 11,326 votes against Nuwagaba who polled 7,322 votes.[3]

On 6 November 2018, she took her oath administered by the Deputy Speaker of Parliament, Jacob Oulanyah. She was then handed a copy of the Ugandan Constitution and the Parliament Rules of Procedure by Oulanyah.[5][6]
