Background
In 2014, Kazakhstan's energy sector turned to the country's Prime Minister Karim Massimov with a request to create a Ministry of Energy, as the situation in the republic with a lack of coordination in the activities of various government bodies in the electric power industry has developed. Prior to the creation of the ministry, various departments dealt with energy issues, which could not cope with their duties.[2]
