Early life and career
Jan Farský grew up in Nouzov, in the suburbs of Semily, the youngest of three children. He attended high school in Semily and in 2002 graduated from the Faculty of Law of Masaryk University in Brno. After graduation he worked as a municipal lawyer in Semily, in a private law firm, as an adviser to Martin Jahn (Deputy Prime Minister for Economic Policy), and for Škoda Auto, as an adviser in the department for relations with public institutions.
Municipal and regional politics
Farsky won the municipal elections in 2006 to become the mayor of Semily. In 2008 he co-founded the Mayors for Liberec Region political movement, and was elected to the Liberec Regional Council. From 2008 to 2009 he was chairman of the movement, before becoming vice-chairman in 2009. His political grouping Choice for Semily was successful in the Semily municipal elections of 2010.
Before the municipal elections in 2014 Farsky announced his intention to step down as mayor, and after the elections became a city councillor.
Chamber of Deputies
In the legislative elections of 2010 Farský was elected to the national Chamber of Deputies, despite being placed last on the ballot. Farsky received 3,425 preferential votes to qualify for a seat in the Parliament.
In the 2013 legislative election, Farský stood as the leader of TOP 09 and Mayors and Independents (STAN) in the Liberec Region.[1] He received nearly 16% of preference votes cast for his political party. From December 2013 he was Deputy Vice-Chairman of the Constitutional Law Committee. He was one of seven members elected for the Czech Republic to the Permanent Delegation to the Parliamentary Assembly of NATO in 2010.
Farský's main areas of policy interest are transparency in the public sector and public spending, anti-corruption legislation, public contracts and procurement rules, and open data. In June 2012 Jan Farský introduced a draft law on the contracts registry,[2] with the aim of making data on public expenditure easily accessible online to the public, apart from in exceptional cases, similar to the policy introduced in Slovakia in 2011. The bill was passed into law on 24 November 2015.
Other activities
In February 2013 Jan Farský became a board member of the international non-profit organization Aspen Institute Prague, founded in the Czech Republic in July 2012.[3] Farsky also joined the board of directors of the Karel Schwarzenberg Forum shortly after it was formed in September 2013.
In 2014 Jan Farský founded the Mayors to Mayors platform, to allow municipal politicians to share their knowledge and experiences with others likely to encounter similar obstacles and problems. Topics discussed by the participating politicians include architecture, cultural heritage, transparency, and innovation in municipal management.[4]
In October 2014 Farsky was one of 14 Czechs included in a list of the 100 best innovators in Central and Eastern Europe, published by The Financial Times, the International Visegrad Fund, Google and Polish Res Publica magazine.[5] He was also named Personality of the Year for 2014 by Erik Best's Final Word in recognition of his anti-corruption efforts.[6]
