For the first time after season 1948–49, Montenegrin Republic League played during the two half-seasons (autumn - spring).
As previous season winner and runner-up (Budućnost and Lovćen) played in Yugoslav Second League, among the eight members of 1953-54 Montenegrin Republic League were Sutjeska, Bokelj, Arsenal, Breznik, Iskra, Mornar, Radnički Ivangrad and Jedinstvo Herceg Novi.[2]
From the very beginning of season, Bokelj and Sutjeska were two best-placed teams. After 14 weeks long championship, Bokelj won the title,[3] with only one point more than second placed team from Nikšić.[4]
